The Delta State Commissioner for Special Duties (Government House), Ifeanyi Michael Osuoza, has extended warm birthday felicitations to former Speaker of the Delta State House of Assembly and President of the Nigeria Tennis Federation, Victor Ochei, describing him as an exceptional leader and benefactor whose generosity has transformed many lives.
In a personally signed tribute issued on the occasion of Ochei’s birthday, Osuoza praised the former Speaker for his statesmanship, mentorship and unwavering support at critical moments in his life.
According to the Commissioner, Ochei’s impact on his academic and public service journey remains unforgettable. He recalled that during a crucial phase of his doctoral studies, the former Speaker made significant personal sacrifices by procuring key academic volumes that formed the backbone of his Ph.D. research.

Osuoza also acknowledged Ochei’s role in his emergence as Honourable Commissioner during the administration of former Delta State Governor, Emmanuel Eweta Uduaghan, noting that the nomination reflected Ochei’s confidence in his capacity to serve.
“My nomination as Honourable Commissioner was yet another profound expression of your faith in my ability to contribute meaningfully to governance. That opportunity shaped my public service journey in ways words can scarcely capture,” he said.
