The Head of Service of Delta State, Dr. (Mrs.) Mininim Oseji, on Wednesday, January 15, 2026, presided over the First Quarterly Meeting with Permanent Secretaries and Heads of Extra-Ministerial Departments, marking a strategic start to public service activities for the year.
The high-level meeting, held at the Conference Hall, Office of the Head of Service, provided a platform for policy direction, performance review, and renewed commitment to public service reforms across Ministries, Departments and Agencies (MDAs).
Key issues deliberated upon included the establishment of a Performance Management System anchored on Key Performance Indicators (KPIs), effective implementation of government circulars, and capacity building of parastatals through structured information dissemination and cascading of training programmes.
In line with the state’s digital transformation agenda, the meeting also discussed the establishment of ICT hubs in offices, secretariats and Local Government headquarters to facilitate statewide digitalisation. Emphasis was further placed on strengthening citizen feedback mechanisms, with MDAs encouraged to promote the use of suggestion and complaints boxes under the monitoring of SERVICOM Nodal Officers.
To ensure grassroots impact, the Head of Service underscored the importance of cascading civil and public service reforms to the local government level, through collaboration with the Directorate of Local Government Affairs and the Local Government Service Commission.
Commending outstanding performance, Dr. Oseji lauded the Ministry of Health for recording a significant reduction in the Maternal Mortality Ratio, from 111 in the first half of 2025 to 92 in the second half of the year. The Ministry of Justice was also praised for achieving a remarkable increase in contractual efficiency, with over 500 contract agreements signed by MDAs in the second half of 2025, compared to 113 agreements recorded in the first half.
The meeting also featured an orientation session for the newly sworn-in Permanent Secretaries, Mr. Innocent Okunbor and Engr. (Dr.) Juliet Aboloje, who were formally presented with guiding documents to support them in the effective discharge of their new responsibilities.
Activities for the day concluded with a luncheon/dinner organised by the Welfare Committee of the College of Permanent Secretaries at the Official Residence of the Head of Service, where members were treated to a warm atmosphere of fellowship, free speeches, light music, dance, and a rich assortment of food and drinks.
The quarterly meeting reaffirmed the commitment of the Delta State Civil Service to professionalism, accountability, innovation, and people-centred governance in the year ahead.
