The Head of Service of Delta State, Dr. Mininim Oseji, has commended participants for successfully completing a three-week Certification Course on Procurement, Environmental and Social Standards held in Asaba.
Dr. Oseji praised the participants for their active engagement, insightful contributions, and unwavering commitment throughout the training, noting that their dedication reflects a genuine desire to strengthen best practices across their respective Ministries, Departments and Agencies (MDAs).
She emphasized that the training aligns with the administration’s Renewed Hope for MORE Agenda, which prioritizes transparency, accountability, sustainability, and efficient service delivery in public institutions.
According to her, the knowledge gained from the programme should translate into measurable improvements in procurement processes, environmental responsibility, and social safeguards.
“I urge you to apply the best practices acquired during this course to ensure value for money in government transactions, reduce environmental footprints, and promote social inclusiveness in all your engagements,” she stated.
The Head of Service expressed appreciation to Sheriff Oborevwori, Governor of Delta State, and the Secretary to the State Government, Dr. Kingsley Emu, for their consistent support toward capacity-building initiatives in the state civil service.
She also lauded the University of Benin SPESSE Center and the Directorate of Establishments and Pensions for their instrumental roles in organizing and facilitating the training programme.
Some participants shared how the certification would positively impact their professional responsibilities. Mrs. Juliana Oyomawelu of the Ministry of Humanitarian Affairs highlighted the importance of client inclusivity and improved stakeholder communication. Ms. Igini Uviomor from the Ministry of Finance emphasized strengthened financial accountability and value for money, while Mr. Vincent Ohwofadjeke of the State Capital Development Agency underscored enhanced efficiency in project implementation.
In their separate remarks, the Programme Coordinator, Mrs. Jessica Okediadi, and the functioning Permanent Secretary, Mr. Kingsley Olomukoro, encouraged participants to put their newly acquired knowledge into practice to promote effective and people-oriented public service delivery across the state.
The certification course forms part of ongoing efforts to strengthen institutional capacity and entrench global best practices within the Delta State Civil Service.
