The Delta State Head of Service, Dr. (Mrs.) Mininim Oseji, has officially re-launched The Bureaucrat magazine, a biannual journal publication of her office, during the second edition of the Breakfast Dialogue with the Head of Service held in Asaba.
The event, which took place at the Unity Hall, Government House, brought together Permanent Secretaries and Heads of Extra-Ministerial Departments across the state.
Speaking at the ceremony, Dr. Oseji explained that the newly re-launched edition is the second in a series, with two more editions planned to cover the remaining government establishments. She noted that the initiative forms part of activities commemorating her first 100 days in office, which will officially culminate on Saturday, July 19, 2025.

Reflecting on her journey so far, the Head of Service expressed gratitude to God for the successes recorded, stating that “faith and confidence in our God-given abilities to deliver can make all things possible.”
Dr. Oseji also referred to the communique issued at the maiden edition of the Breakfast Dialogue held in May 2025, urging participants to review the resolutions reached and find practical ways to implement them. According to her, this collaborative approach is key to building a more effective and efficient civil service in Delta State.
Underscoring the importance of evaluation and performance management, she reiterated the use of Key Performance Indicators (KPIs) as a standard for measuring success. Dr. Oseji assured the gathering of her commitment to hold quarterly engagements with Permanent Secretaries and Heads of MDAs. She explained that the goal is to create a level playing field where proactive, vibrant, and dedicated civil servants are identified and assigned to strategic roles.
In his welcome remarks, the Permanent Secretary in the Office of the Head of Service, Mr. Maxwell Ause, commended participants for their presence. He encouraged them to look forward to more insightful dialogues aimed at repositioning the Delta State Civil Service for enhanced service delivery.
Two papers were presented during the session. The first, titled “Contemporary Issues in the New Contributory Pension Scheme,” was delivered by Mr. Shola Omare, who represented the Chairman of the State Pensions Bureau, Sir Edwin Ogidi-Gbegbaje. He was supported by Comrade Lawson Efenudu, the Secretary of the Bureau.
The second presentation, “Understanding Volunteerism,” was delivered by Mrs. Maria Adheke, the State Coordinator of the Nigeria National Volunteer Service.
The high point of the event was the official re-launch of the July 2025 edition of The Bureaucrat, reaffirming the Head of Service’s commitment to promoting thought leadership and best practices within the Delta State civil service.
