The Head of Service of Delta State, Dr (Mrs) Mininim Oseji, has congratulated the Permanent Secretary in the Ministry of Works (Highways and Urban Roads), Engineer Dr (Mrs) Aboloje Juliet, on her retirement from the Delta State Civil Service, describing her exit as the close of a “distinguished and impactful career.”
Dr Oseji gave the commendation when Engineer Aboloje paid her a pre-retirement courtesy visit in Asaba.
Thanking God for her successful tenure and elevation to the rank of Permanent Secretary by Governor Rt. Hon. Sheriff Oborevwori on December 17, 2025, the Head of Service encouraged her to take a well-deserved rest after 28 years of meritorious service to the state.
She, however, urged the retiring Permanent Secretary not to completely withdraw from professional engagement, but to explore other fields where her vast experience could positively influence and mentor young engineers in the state.
Dr Oseji also commended Engineer Aboloje for presenting a Standard Operating Procedure (SOP) document on project monitoring and certification of completed jobs, noting that the initiative would strengthen transparency, accountability, and efficiency in the supervision of infrastructure development across Delta State.
According to her, the SOP would serve as a valuable institutional guide for ensuring value for money in public projects.
Earlier in her remarks, Engineer Dr (Mrs) Aboloje Juliet expressed gratitude to the Delta State Government and the Head of Service for the opportunity to serve in the civil service for nearly three decades.
She disclosed that February 2, 2026, marks her official disengagement date from service, explaining that the visit was to formally notify the Head of Service and to appreciate her exemplary leadership, guidance, and support, which enabled her to contribute meaningfully to policy formulation and implementation in the state.
Engineer Aboloje pledged her continued commitment to the development of Delta State and the ideals of the civil service, offering to render her experience and expertise in an advisory and mentorship capacity whenever called upon.
Some of the landmark projects supervised under her watch include the Petroleum Training Institute (PTI) Flyover and the Trans-Warri–Ode-Itsekiri Bridge.
In a goodwill message, the Permanent Secretary in the Ministry of Finance, Dr Ngozi Mogbolu, congratulated Engineer Aboloje on her well-deserved retirement and encouraged her to deploy her wealth of experience in other productive endeavours.
Other Permanent Secretaries and directors present at the event included Mr Fred Yoro of the Delta State Civil Service Commission, Mr Wilson Chukwuka of the Office of the Head of Service, Mr Kingsley Olomukoro, Functioning Permanent Secretary (Directorate of Establishments and Pensions), and Mr Williams Ogolokpe, Director of Senior Management in the Office of the Head of Service.
