The Economic and Financial Crimes Commission (EFCC) has confirmed receipt of a petition alleging irregularities in the procurement of an ₦800 million loan involving the Chairman of Bomadi Local Government Council, Hon. Dagidi Andaye, and five other officials.
The petition, dated 8 January 2026 and submitted to the Benin Zonal Directorate of the EFCC on 14 January 2026, was authored by fifteen councillors of the Bomadi Local Government Legislative House. It calls for an investigation into what the petitioners described as alleged forgery and financial impropriety connected to an unapproved loan obtained from a commercial bank.

According to the petitioners—who constitute a majority of the 20-member legislative arm—the loan was allegedly secured without the constitutionally required approval of the council’s legislature. The petition is titled “Alleged Forgery and Fraudulent Loan Obtaining by Hon. Dagidi Andaye and Five Suspended Councillors of Bomadi Local Government Area of Delta State.”
The councillors further stated that the allegations have prompted the issuance of an impeachment notice against Hon. Andaye, which they said has been forwarded to the Delta State House of Assembly, the Office of the Governor, and relevant security agencies for necessary action in line with the law.

In the petition, the councillors alleged that Hon. Andaye, alongside five other individuals—namely Hon. Doubra Wurukeseiye, Hon. John Tome, Asu Eteku (Head of Personnel Management, Bomadi LGA), Adibor Senior (Treasurer), and Hon. Porbeni Cletus—were involved in the process through which the loan was obtained. The petitioners alleged that their signatures were forged in order to facilitate the loan without legislative approval.
The petitioners described the alleged actions as a breach of public trust and requested that the EFCC conduct an impartial and thorough investigation to determine the veracity of the claims. They further urged the Commission to take appropriate steps, including recovery of funds, should the allegations be substantiated.
An official of the EFCC, who spoke on condition of anonymity, confirmed that the Commission has received the petition and noted that it would be reviewed in line with established procedures. The official declined to comment further on the matter.
Meanwhile, a source at the Delta State House of Assembly disclosed that the legislature has acknowledged receipt of the impeachment notice.
The source, however, stressed that any action taken by the House would be guided strictly by the provisions of Section 31 of the Delta State Local Government Law, 2013, as amended in 2018.
All allegations remain unproven, and no formal charges have been filed at the time of this report. Efforts to obtain comments from Hon. Dagidi Andaye and the other individuals named in the petition were ongoing as of the time of filing this report.
