An ex-agitator leader and President of the Ika Youths Peace Movement (IYPM), Comrade Austin Imaghodor, has congratulated the Administrator of the Presidential Amnesty Programme (PAP), Dennis Burutu Otuaro, on the occasion of his two years in office, describing his tenure as transformative and people-focused.
In a statement released to the media, Imaghodor commended Otuaro for what he described as visionary leadership, renewed commitment to human capital development, and the strengthening of peace and stability in the Niger Delta region.

The IYPM President noted that under Otuaro’s leadership, the Presidential Amnesty Programme has witnessed renewed direction, particularly in the areas of education support, vocational training, scholarship programmes, and empowerment initiatives for ex-agitators and youths across the region.
According to him, the programme has continued to play a crucial role in sustaining peace in the Niger Delta by equipping beneficiaries with the skills and opportunities needed to build meaningful livelihoods.
“On behalf of the Ika Youths Peace Movement and many ex-agitators who remain committed to peace and development in the Niger Delta, I warmly congratulate our visionary leader, Chief Dr. Dennis Burutu Otuaro, PhD, on your remarkable two years in office as Administrator of the Presidential Amnesty Programme,” Imaghodor said.

He added that Otuaro’s leadership has rekindled confidence among stakeholders and beneficiaries, noting that the Administrator has shown dedication to repositioning the programme to better serve its mandate.
“In the past two years, we have seen renewed efforts in the areas of training, scholarship support, empowerment initiatives, and engagement with stakeholders across the Niger Delta. These efforts are strengthening the objectives for which the Presidential Amnesty Programme was established,” he stated.
Imaghodor further praised Otuaro’s inclusive leadership style, saying it has helped to deepen trust between the programme and beneficiaries.
“Your dedication, accessibility, and commitment to the welfare and development of beneficiaries have not gone unnoticed. You have demonstrated that leadership is about service, and your actions continue to inspire confidence among ex-agitators and youths across the region,” he added.
He also noted that the Administrator’s focus on capacity building and sustainable empowerment is helping to reposition former agitators as productive contributors to society.
“The focus on education, skill acquisition, and empowerment programmes is gradually transforming lives. Many beneficiaries are today better equipped to contribute meaningfully to their communities and the nation’s economy,” Imaghodor said.
While celebrating the milestone, the IYPM President expressed optimism that Otuaro’s tenure would bring even greater progress to the programme and the Niger Delta region.
“As we celebrate this important milestone, we proudly say that we are proud of you. Indeed, you are just getting started. Your leadership has laid a strong foundation for greater achievements, and we are confident that the coming years will deliver even more impact for the people of the Niger Delta,” he stated.
Imaghodor concluded by reaffirming the support of the Ika Youths Peace Movement for the Administrator and the continued success of the Presidential Amnesty Programme.
“We appreciate your commitment and dedication to service. We look forward to more achievements under your leadership as the programme continues to promote peace, stability, and development across the Niger Delta,” he said.
