ASABA — In a strategic move to revamp the Delta State public service for enhanced efficiency and productivity, the Head of Service (HoS), Dr. (Mrs.) Mininim Oseji, has reaffirmed her administration’s commitment to comprehensive reforms across Ministries, Departments, and Agencies (MDAs).
Speaking during an interactive session tagged “Breakfast Dialogue with the Head of Service,” held in Asaba, Dr. Oseji emphasized the importance of continuous capacity building through in-house workshops and online training programmes tailored for public servants.
The forum brought together key administrative players, including Permanent Secretaries, Directors of Administration, Directors of Finance and Accounts, Directors of Planning, Research and Statistics, SERVICOM Nodal Officers, and officials from the Civil Service Commission.
Four strategic pillars formed the core of the discussions:
- Public procurement as a major tool for promoting public trust;
- Retirement of imprests to ensure financial accountability;
- Adherence to public service rules and financial regulations for improved efficiency;
- Strengthening the Departments of Planning, Research and Statistics across MDAs.
Dr. Oseji further highlighted a range of targeted initiatives aimed at repositioning the state’s bureaucracy. These include:
- Monitoring and evaluating the impact of training programmes,
- Strengthening planning and data-driven decision-making,
- Promoting ease of doing business to improve Delta’s standing nationally and globally,
- Expanding the Senior Management Staff Committee for broader strategic input,
- Reinstating the Civil Service Week to boost morale and celebrate excellence,
- Encouraging agricultural engagement among public servants to support food security.
In her remarks, the Chairman of the Delta State Civil Service Commission, Chief (Mrs.) Rosaline Amioku, praised the HoS for the thoughtful initiative and encouraged all attendees to embrace the reform agenda by implementing key takeaways in their respective MDAs.
The event also featured insightful presentations from Engr. Obas Okikere, Mr. Francis Agbai, Mrs. Judith Onokhurefe, and Mr. Sylvester Ofuyekpone. Each speaker addressed critical reform topics, including procurement transparency, imprest management, SERVICOM efficiency, and the strategic role of research and statistics.
The dialogue ended on a high note, with a shared resolve among participants to work collaboratively in transforming Delta State’s public service into a benchmark for integrity, innovation, and excellence.
