ASABA — The Integrity Group of Nigeria, Delta State Chapter, has unveiled what it described as 1001 reasons for Deltans to consider returning Governor Sheriff Oborevwori to Government House, Asaba, in 2027, citing a wide-ranging portfolio of infrastructure and social interventions across the state.
The group said its assessment was based on projects and government interventions spread across Delta State’s 25 local government areas, covering roads and bridges, healthcare, education, water supply, drainage, urban renewal, agriculture, youth empowerment, workers’ welfare and social protection.
Speaking at a press conference in Asaba, the Delta State Chairman of the Integrity Group, Comrade Martin Nwachukwu Bolum, said the organisation had undertaken what he described as a detailed review of the governor’s development footprint.
Also present at the press conference were the group’s Director-General/National Convener, Dr Oke Idawene, Director of Labour Sensitisation and Mobilisation, Comrade Lawson Efenudu, and other stakeholders.
Bolum said the projects represented the physical expression of Governor Oborevwori’s M.O.R.E Agenda — Meaningful Development, Opportunities for All, Realistic Reforms and Enhanced Peace and Security.
“The 1,001 reasons are not simply figures on paper. They represent projects and interventions that people can identify in their communities,” he said.
The group’s position comes as preparations intensify for the 2027 governorship contest. The Integrity Group said its assessment was intended to place the debate around Oborevwori’s second-term bid on projects and interventions rather than political rhetoric.
Roads, Bridges And Urban Renewal
Road infrastructure forms a major part of the catalogue presented by the group.
Among the projects highlighted are the 146-kilometre Asaba-Ughelli Expressway, Ughelli-Asaba dual carriageway, Emevor-Orogun Road, Isheagu-Ewulu Road, Obi-Ibabu Road, Kwale-Beneku Bridge and approach roads, Orere-Ewu Bridge, Okpanam-Ibusa bypass and Ughelli Ring Road.
Bolum also pointed to major urban transport infrastructure in Warri and Effurun, including flyovers at PTI Junction, DSC Roundabout and Enerhen Junction, while additional flyovers have been approved for Otovwodo Junction in Ughelli and Uromi Junction in Agbor.
Particular emphasis was placed on riverine infrastructure. The group cited the Trans-Warri-Ode-Itsekiri Road, Odimodi-Okuntu-Ogulagha Road and infrastructure linking communities including Ijaghala, Kantu, Kokodiagbene, Kurutie, Ogbinbiri and Ogbudugbudu.
“These are communities where movement has historically been constrained by difficult terrain and waterways,” Bolum said.
He argued that the projects were important not only as roads and bridges but as links to markets, schools, hospitals and economic opportunities.
Health, Education And Water
The Integrity Group also identified healthcare as a major component of its assessment. It cited the rehabilitation and upgrading of primary healthcare centres, improvements to hospitals and investment in specialised medical equipment, including CT scanners, MRI equipment and dialysis machines.
The group also highlighted interventions aimed at maternal and child healthcare, including free healthcare programmes for pregnant women and children under five, as well as the expansion of contributory health insurance.
Education was another major area of focus.
The group said primary and secondary schools had benefited from classroom rehabilitation, roofing, fencing and furniture, while the administration had also recruited teachers and non-teaching personnel.
Student welfare was highlighted through bursary payments. The group said N713 million was approved for 32,038 students for the 2023/24 academic session.
Higher education infrastructure was also cited, including projects at Dennis Osadebay University, Anwai-Asaba, alongside the Model Secondary School at Ogulagha and facilities at the Nigerian Maritime University, Okerenkoko.
Water supply and urban renewal also featured prominently in the catalogue, with the group citing boreholes, water-reticulation schemes and rehabilitation projects across rural and riverine communities.
Urban renewal projects were highlighted in Asaba, Warri, Effurun, Ughelli and Agbor, covering roads, drainage, street lighting, environmental remediation and beautification.
The Asaba Waterfront City Project was identified as one of the administration’s major urban-development initiatives.
Youth, Farmers And Vulnerable Deltans
Beyond physical infrastructure, the Integrity Group said its 1,001-project assessment included programmes targeting farmers, young people, women and vulnerable households.
It cited agricultural inputs and financial assistance to farmers, youth enterprise and vocational programmes, women-focused interventions and support for people living with disabilities.
The D-CARES programme, MORE Grant and MORE Biz-Up were also listed among interventions aimed at supporting vulnerable households and expanding economic opportunities.
The group said such interventions showed that the M.O.R.E Agenda extended beyond roads and buildings to programmes designed to improve household livelihoods.
Workers And Pensioners
Workers’ and pensioners’ welfare was another central part of the group’s argument Bolum cited the payment of more than N5.5 billion in promotion arrears to 23,887 civil servants, alongside government interventions addressing pension obligations.
The Integrity Group said the measures had provided relief to workers and pensioners while demonstrating the administration’s attention to public-sector welfare.
Security And Peace
Security remains another component of the M.O.R.E Agenda. The administration has engaged traditional rulers, security agencies, community leaders, youth organisations and other stakeholders in efforts to strengthen security across the state, according to the group.
The restructuring of Operation Delta Sweep and other security initiatives was also cited as part of the government’s wider approach to protecting communities and supporting economic activity.
‘The Projects Are The Message’
Bolum said the decision to document the 1,001 projects was intended to shift the political conversation towards what residents can see in their communities.
“We want the people to look around their communities and make their own assessment of what has been done,” he said.
The group said its catalogue stretches from major highways and bridges to schools, hospitals, drainage systems, water projects, agricultural interventions and youth empowerment programmes.
According to the Integrity Group, the geographical spread of the projects demonstrates that development has not been confined to Delta’s major urban centres.
The organisation urged Deltans to examine the administration’s record as they approach the 2027 governorship election.
From the Asaba-Ughelli corridor to Warri-Effurun, from Emevor-Orogun to the riverine communities, and from hospitals and schools to workers’ welfare and youth programmes, the organisation said the governor’s development footprint could be seen across Delta State.
The Integrity Group’s political message is built around the 1,001-project catalogue, which it says provides the basis for its call for continuity under Governor Sheriff Oborevwori.
The group said the catalogue represents more than a list of government interventions. It is the evidence it intends to place before Deltans as the political contest for 2027 approaches.

Workers and pensions
Implementation of a N77,500 minimum wage — Delta adopted a state minimum wage of N77,500, above the then national benchmark of N70,000. The measure increased the state’s monthly wage bill substantially.
Regular payment of workers’ salaries — The administration reported that government workers’ salaries were being paid on or before the 25th of each month.
Settlement of promotion arrears — The government reported paying about N5.5 billion in promotion arrears owed to state civil servants.
N10 billion pension-arrears intervention — In August 2025, Oborevwori approved N10 billion to address outstanding pension arrears owed to state retirees.
N36.4 billion in pension payments — The governor stated in August 2025 that his administration had paid N36.4 billion in pensions since taking office. He also said N1.4 billion was being released monthly for pension payments.
Monthly pension obligations maintained — Oborevwori stated that Delta had not defaulted on its monthly pension obligations during his administration.
Payment of local-government pension backlog — The administration worked with the 25 local government councils and the State Joint Account Committee to tackle a backlog of local-government pensions reportedly exceeding N50 billion and accumulated over more than a decade.
N40 billion financing arrangement for LG pension liabilities — The 25 councils jointly obtained a N40 billion loan, guaranteed/suretied by the state government, as part of the effort to clear accrued pension liabilities. An additional N1.8 billion was released through the Joint Accounts Committee.
Payment of more than 11,400 LG pensioners — Reports on the local-government pension intervention state that more than 11,400 pensioners covering several years up to September 2024 were paid.
Further payments to local-government retirees — A further N1.5 billion was reported as released in December 2025 to pay about 400 additional retirees.
Coverage of LG councils, teaching service and LGEAs — The pension intervention covers retirees from the 25 local government councils, the teaching service and Local Government Education Authorities.
Grassroots pension sensitisation — The Bureau of Local Government Pensions, with support from the administration, conducted sensitisation programmes across the 25 LGAs to help retirees resolve documentation, enrolment and contributory-pension problems.
Contributory Pension Scheme support — The administration has worked on improving enrolment and administration of the Contributory Pension Scheme, including helping workers and retirees understand the procedures for accessing their retirement benefits.
Pension information handbook — The Bureau produced and distributed a handbook explaining the Contributory Pension Scheme and retirement procedures to workers and pensioners through local councils and Local Education Authorities.
Training of public servants — The administration reported that more than 8,000 public servants had received training, including 450 senior management officers who participated in a seven-weekend leadership-development programme.
Recruitment to address manpower shortages — The government reported the recruitment of 13,497 teaching and non-teaching personnel across Delta’s 25 LGAs to fill staffing gaps.
Promotion interviews and career progression — Promotion interviews were conducted for more than 2,193 officers, according to the administration’s reported achievements.
