The Head of Service of Delta State, Dr. (Mrs.) Mininim Oseji, has congratulated Engr. Gabriel Fuludu, Permanent Secretary, Ministry of Works (Rural and Riverine Roads), on his retirement from the State Civil Service, effective Sunday, April 26, 2026, upon attaining the statutory retirement age of 60.
Dr. Oseji commended Engr. Fuludu for his invaluable contributions to the development of Standard Operating Procedures (SOPs) for monitoring engineering projects and certifying completed jobs—an initiative introduced on March 7, 2026. She noted that the procedures are critical to strengthening transparency and accountability in infrastructural development, in line with Governor Sheriff Oborevwori’s M.O.R.E Agenda.
The Head of Service also praised him for overseeing the construction of a road in honour of her husband, Hon. Justice Samuel Oseji, in Idumuje-Unor, Aniocha North Local Government Area, which was completed in record time.

She urged the retiring Permanent Secretary to take time to rest before applying his wealth of experience to future endeavours, and wished him continued success, good health, and divine guidance.
In his remarks, Engr. Fuludu expressed gratitude to Governor Sheriff Oborevwori for the opportunity to serve, particularly in the Ministry of Works (Rural and Riverine Roads). He also appreciated the Head of Service for her exemplary leadership.
He further commended the Commissioner for Works (Rural and Riverine Roads), Mr. Charles Aniagwu, for his strong support, noting that staff management and project delivery had improved significantly under his leadership.
Delivering goodwill messages, Dr. Anthony Nwokolobia, Permanent Secretary, Deputy Governor’s Office, and Mrs. Felicia Reno-Orugbo, Permanent Secretary, Ministry of Higher Education, congratulated Engr. Fuludu on his retirement, describing his service as distinguished and impactful. They added that, for a thoroughbred engineer like him, retirement offers an opportunity to reflect on a purposeful and accomplished career.
Other Permanent Secretaries present at the ceremony included Dr. Ngozi Mogbolu, Mr. Fred Yoro, Prince Gregory Ejhowomu, Mr. Wilson Chukwuka, and the Functioning Permanent Secretary, Mr. Kingsley Olomukoro.
