Immediate past Deputy Governor of Delta State and leader of the Peoples Democratic Party (PDP) in Delta State, His Excellency, Dcn. Kingsley Burutu Otuaro, Esq., has paid glowing tribute to Distinguished Senator James Manager as he marks his 66th birthday, describing him as an exceptional statesman, bridge-builder and one of Nigeria’s most accomplished political leaders.
